Plays a role as the university account owner and the official spokesman of the university.

Directly take responsibilities and administers affairs of Personnel - Administration, Inspection - Legislation and Finance including Personnel - Administration Office, Finance Office and Inspection - Legislation Office.

Is in charge of testing, quality assurance, science and technology, communications and services.

Assists the President to direct, manage and supervise the following activities: Testing and education quality assurance activities; scientific research of officials and students; international cooperation activities; postgraduate affiliation training activities, training from university level and below; short-term affiliated training classes; information, communications and library activities; service activities.

Directly manage the activities of the following departments: Scientific and Technology Management and International Cooperation, Center for Testing and Educational Quality Assurance, Center for Continuing Education, Informatics and Foreign Languages, Center for Library and Information

Is in charge of the operations of the University Military Command, Committee for Women's Advancement, Ho Chi Minh Communist Youth Union, Student Association, and Veterans Association.

Is in charge of training, student affairs, admission consulting and business relations

Assists the President to direct, manage and supervise the following activities: Training activities, student affairs, admission consulting and business relations; traffic safety activities, crime and social evil prevention, legal consulting and education for students; Health insurance, health check-ups, initial treatment for students.

Directly manages all activities of the following departments: Faculties, Office of Academic Affairs, Office of Student Affairs and Center for Admission Consulting and Business Relations

Is in charge of managing assigned activities at Than Cuu Nghia campus of the university.
